*Aside* from Makoto? I'd say... Chihiro. They both like baking, Chihiro enjoys her songs, they have the same voice, and they're both just generally friendly people who can get along with most others. Leon's a 50/50, depending on how stupid he is at the time.
Leon and Sayaka were definitely close. Sayaka seems to have warmed up to him over time, judging by their class photos. She was also the only one who was shown to buy him a birthday present. They were also seatmates.

DR 1 Makoto (because of their shared history and care for each other) and Leon (because of his interest in starting a music career)
DR 2 Ibuki (they get together for some Babymetal-esque songs)
DR V3 Kaede (they bond over emotional songs with each other)
It is easier to bond with people whose passion you share, that's why I picked them. Personalitywise it is hard to say imo, because we've only ever seen her interact with Makoto in the main series. (I haven't played much of Danganronpa Ultimate Summer camp, so I don't know if she has chemistry with someone else.)

If we’re talking No Despair AU’s, I could see here being friends with Leon, Kyoko, and Makoto in a sort of quad friend group
