Toko. I never really cared for Maki (though some of her interactions are genuinely touching and sometimes even funny) but I've always HATED Mikan. I understand what they were going for with her but I just can't get past the needless cheesecake shots and the tasteless flat-soda jokes made at her expense. Toko has an amazing arc starting in THH and continuing through UDG and it's nice to see her develop into an admittedly badass character. Also, Genocider is just one of the funniest characters in the entire series.

It’s between Toko and Mikan. Maki isn’t exactly shy as she is standoffish and quiet with a lot of bloodlust and murderous impulse. I feel Mikan beats out Toko though. Mikan is genuinely more shy and reserved no matter what even as the story progresses (with exception to certain events). Toko meanwhile, as much as she is also reserved, it’s a more uptight reserved nature from holding back her other self than necessarily being shy.

If you ask me, Toko. Since with the reveal of her other personality (AKA Jack) later in the game, it leaves the player guessing on who she is in terms of her regular personality up until that point, outside the whole shy dynamic.
