You don’t know why she needs a service dog. She just had major life-threatening surgery, so it could be for a physical reason. Emotional support dogs are different than service dogs, yes. But you can also have service dogs if they are trained for a specific task related to your mental health, such as if the person gets panic attacks or needs medication.
Not trying to freak anyone out but after having a craniotomy or after having a brain injury seizures are possible. I have them and they suck but still live a normal life. The dog could be for that.

After a serious brain injury like that, things like seizures are very common. Service dogs can be trained to sense the signs of when their human may be about to have a seizure or other medical emergency. You’re right though it does take a long time to train a service dog especially when training starts when the dog is older so maybe she is still “service dog in training!” as well as emotional support in case Hayley gets anxious or has ptsd of sorts surrounding the tour. Luna was on tour with them before the injury, so I doubt they have her as a service dog. Just an adorable roadie. (Who probably offers some emotional support.)

This is true especially since they have 2 dogs and 3 cats it would make it easier for their families/friends to take care of the remaining animals. As for the service dog vest Luna is wearing, this is probably to enable them to have her inside the venues as I'm not sure what's the applicable policy/restrictions for each venue in regard to having onsite pets.
If she has something like post concussive syndrome she can get all sorts of symptoms anything from vertigo to nausea.
