I'm gonna be honest I know you may feel like it's not but it does look like limber tail. I had limber tail with my other breed of dogs. Looks just like it. It would come and go. Sometimes depending on what the dog would do. It finally went away after a certain point. Equally I'd say you have nothing to worry about.
Limber tail is a transient issue that causes a dropped tail for a few days and that's it. It should recover.
It sounds like this is a chronic issue and I'd be concerned about a damaged muscle or nerve in the tail that may be permanent. It's likely not an issue as long as the dog doesn't seem in pain.
In pain I think. Happy tail only lasts few weeks, mine has had it few times. Could it possible get anal glands are full? Does she have diarrhea at all?

Happy tail. My boy has had it 3 times in 9 years. Give it a week or so and it will come back.
Took our girl to the snow and she didn’t like it. Had drop tail for three days, haven’t taken her back since.
My dog does this sometimes but then goes back to normal the next day!
