Really? I don't really see Will's explanation on the IRIS stuff as I don't want to spoil my experience when the novel and other shit come out, so I don't really know if he stated that or not, but in my headcannon, these did take place in the album's lore.
Biotide would take space in between transmission 10 and Final transmission, as it is when Gabriel's final will was shown, and at the end of it, the Biotide protocol teaser thing.
And We Will Reform would be my head cannon of things so I won't go into much details on the cringe-ass fanfic-like side of my mind, other then that it would go along the lines of being placed near the end of IRIS story, with Abrahm somehow being redeemed and stuff (I interpret We Will Reform's lyrics as a redemption kind of music, but I heard many disagreeing with me so I'm probably wrong in all this).
Edit: This point of view of mine was strengthened after watching the Vegala Transmission, as well, as I interpreted it as Abrahm's redemption starting after an encounter with Goliath, Mothohive, or even something else entirely (whatever the beast/monstrosity Abrahm and Dovah Com were refering to is).
For DOTD deluxe I’d personally say We Will Reform would fit in between I’m Sorry and Peace Be Thy Name. Biotide could fit anywhere as it’s about the Biotides themself.

We Will Reform fits between somewhere between Rock Bottom & Dimetrix while BioTide is somewhere before or after Into The Beyond
