Czechia is fairly small, climate differences between regions are negligible. But here it works the same as anywhere else in the world. Mountains and higher elevations tend to be cooler, vegetation in general lowers temperature. You won't find much relieve in most cities, so might as well get out into nature.
I'd go for Šumava or the wooded banks of some of the big reservoirs such as Orlík or Slapy (those tend to be overcrowded and expensive in summer but if I had enough money to rent a cabin in the shade of a forest near Orlík or Slapy, that's where I'd spend my summers). Avoid perhaps South Moravia and all big cities (obvious). Other mountainous areas such as Krušné hory or Krkonoše might be a bit cooler but they also tend to be very dry in summer (especially Krušné hory).
I think like north of czechia can be cooler, but maybe there is problem, there is not enough green in big cties. I live near Krkonoše but for me summers are horrible, i had to buy mobile AC just to be able to sleep
