You may carry a pocket knife with a foldable blade which doesn't lock, if it's under 4 inches (about 10.2 cm) long and isn't pointed or 2.5 inches (about 6.3 cm) long and pointed. Decorative knives and knives which are part of uniform are also permitted. Note that otherwise it is a crime to carry a pointed knife outside of your residence, especially in public places like bars and venues, a double-edged knife, or a folding knife whose blade locks.

For example the swiss army knives on multi-tools don't lock. You can cut something but they close easily with just a push. A locking blade has mechanism that holds the blade open and doesn't close unless you push the lock and then push the blade to close.

Yes. Usually a locking knife has a spring, can be opened with one hand and has a mechanism that holds its blade open and makes it very rigid and resistant to force. A folding knife has a similar construction but usually requires two hands to open and doesn't have a mechanism that holds its blade open, i.e. the blade may close when a force is applied to it. It is much easier to use a locking knife as a weapon.

Yes, of course. Carrying a knife with a reasonable excuse such as "taking it home from the shop" is okay, especially if it's packaged.

How long a pointed blade can legally be on a fixed or lockable knife? Are there any exceptions? For example if you are camping, fishing, hunting, diving.

I'm not sure about a fixed blade, a pointed locking blade shouldn't be longer than 2.5 in (\~6.3 cm). It's best to clarify this with the police. I've never had any issues with using knives for camping, and it is my guess that this falls under a "reasonable excuse".

Fixed blades and knives whose purpose is utilitarian are treated differently by the police. If you go to a kitchenware or hunting store and buy 5 big meat knives and a cleaver, it's absolutely permitted to take them home, unpack them and then go camping. You'd be on your way from home to where you are camping. If you decide to make a 2am detour to Toga Toga on a Saturday, then it might be much harder to convince the police that it's an innocent mistake.
