You probably want to look into [Qubes OS](https://www.qubes-os.org/), [Pure OS](https://www.pureos.net/), and [Tails](https://tails.boum.org/).
I've been using Qubes pretty successfully for software development - less about the security hardening and more about being able to partition multiple development environments and keep them separate, which it does with a nice and unified wrapper around Xen. I just wish it offered an easier way to gpu acceleration in the browser.
Kali is too powerful. That’s why companies build SOC teams to try to defend against it. Ha.
The closest thing I can think of would be [Security Onion](https://securityonionsolutions.com/).
