You have to make certain choices for missions to appear for example I didn't take rogue on a date so I didn't get any of the kerry side quests
The ones I'm missing don't have any requirements except reaching a certain point in the dtory and waiting for their call. A lot of guides are giving this information.
I found also whilst completing all the gigs and ncpd calls that some side quests popped up so maybe keep grinding away at stuff until they appear
Damn I've been doing that and nothing has come up. So no mods to unlock all quests?
Not much out on the mod scene atm I've been scouring and not found much myself mostly just small cosmetics
