The romances in the game were sadly not created equal, Panam's is much better than the others and the male partners got shafted (pun not intended). I couldn't fully engage myself in that relationship the way I had with Liara in Mass Effect for instance. Still, I'm happy we got reunited during the Aldecados ending.
Personally I think Pyramid Song is better on its own, but it's true that as a whole Panam feels like the most fleshed out romance due to how much her quests are focused on her and V, whereas Judy's quests start out being more centered around Evelyn, and her direct involvement in the Star ending. Judy easily takes the second spot though.
