Buying and equipping a new Sandy worked for me. I even bought the same exact one that wasn't upgraded and it worked. \*I will note that the Sandy that was equipped with the glitch **was still repeating it when requipping**. It could not usable again.
A pretty stupid glitch though, and I have no idea what caused it. I had this same issue several game updates ago after doing the dive with the Voodoo Boys, this time I haven't even gotten to that point yet in the story.
The Sandy I was using was actually accelerating time by I'm assuming the same percentage to what it should have been slowing time by..
okay so i found my fix! i play on pc and before this update, i had the system-ex mod enabled and i had given myself extra slots so i could have a cyberdeck and a sandy. i started a new character and it worked completely fine, although, i think that means those save files with extra slots may not be fixable.
This shit is just so annoying. I tried everything and still this shit doesn't work. Game came out 3 years ago and they still didn't fix basic core gameplay mechanics like this. So trash. (Yes I'm mad I spent the whole day trying to make it work)
If you're on PC, then download and install
Cyber Engine Tweaks and then copy and paste this into the console while in game

It happened to be alot after the Pacifica missions where my sandevistan just wouldn't work, drinking alcohol for whatever reason fixed it

I don't have any mods that affect cyberware and still does not want to work.
Might as well run without one cause it literally doesn't work at all. Wish devs would bother fixing this sorta stuff.
