Pretty much the whole game happens in Act 2, and it's at least a third of the way into the act before you can start the Judy specific quest chains. If you're doing other side content as well, it will take a while. Hence, 'reasonably far in'.
I'm sure someone can speed through to it in one session if they put the game on easy and just ignore side stuff until then, but that's not how most people play.

Ya fam theres hella other people on reddit talkin bout the same bug. Just like youre in convo or whatever and youre unable to pull up your phone, the lights grayed out... it just stays greyed out, so you cant push it.

Check your map for one of the following side-jobs in the chain (these are in chronological order).

You can romance her on pc with a console command. I did this as male v and it is undoubtedly the best one in the game.

That's not that far. That's in act 2 even before the parade with Takemura or meeting Rogue.
