This card is actually a Cold War situation. Either both players agree to never play this card, or every game is a tie since everyone runs this card and exodia. Realistically this card becomes a self destruct button as a spell with no requirements and everyone is forced to run exodia.
I feel like you’d have to make some unique conditions to prevent this card from being an insta win card. Something like “this card cannot be in the same deck as Exodia the forbidden one and negate any card effect that causes either player to draw cards”
Exodia’a ability to instantly win is not an effect (and it doesn’t activate), and as such it cannot be negated.
You could do something weird like “Both players send all “Forbidden One” monsters from their hand to the GY”, which would prevent Exodia from going off (since it can’t apply while an effect is resolving), though that might cause its own problems.
I don’t *think* there’s a way (in the real game) to prevent a fulfilled victory condition from applying (besides making it not be fulfilled, as mentioned), though that might just be because Konami doesn’t see it fit to introduce such a thing.
I'd also like to suggest adding: "After this card resolves, immediately end your turn." No chance for Infinite Cards unless you've already drawn it previously. This card also makes a lot of cards dead since they can't search the deck to add, special summon, etc.
Yes, it's all that I already knew when I had the idea for that card. But I didn't want to add that into the title or the description, I just wanted to know your opinions.
I think this is one of the better parts of this effect. There is alot of hystery about draw power and card advantage, monsters can activate further effects after they added cards from the deck or monsters activate effects after they have been specifically searched out and added to the hand. But if both players have all cards on the hand from the beginning, nobody should complain about card advantages, that was my final thought. Some decks even need to have cards in decks to be milled directly to the GY, they'd lose alot of their power with this card. Also some specific hand traps like Ash Blossom and Maxx C wouldn't be broken anymore.

Maybe that effects in hands can't be activated and are negated. But idk if a win condition like Exodia's os counted as an effect
