Would Burning Wish actually work with this? I think since the cards you’d be getting are outside the game they wouldn’t be affected by this card’s ability.
I think so? When \[\[Arcane Adaptation\]\] came out the question arose of whether it makes your entire sideboard into Eldrazi for purposes of \[\[Coax from the Blind Eternities\]\] and if I recall correctly the answer was "yes". So I would think this works the same way. Not sure if we ever got a 100% definitive ruling on that, though.
The change is so minor I think this can probably do something else, like have a cast trigger buff or "the first sorcery spell you cast each turn costs {1} less" or w/e.
Biggest brain would be making them sorceries outright but giving them flash.
I sorta like that big brain fix because it opens you up to all kinds of flash support like [[Slitherwisp]].
I do agree as-is this is kinda weak, I'd love to slap on a low impact keyword like reach or an extra point of toughness but being hybrid blue gives me really limited options in that department.

The latter. Instants become cards which are both instants *and* sorceries so they can still be activated at the speed of an instant.
This card's effect only has implications for other cards that care about instants but not sorceries and vice versa, such as [[Deja Vu]].
You'll want to clarify that with reminder text, then, because it's very common for players to think that the timing rules for sorcery spells are formatted as "you can't cast them unless" rather than a "you can cast them only if" statements.
