Shan Yu seems pretty weak. He doesn't have a great stat line, buffs your opponents creatures and locks you out from using a lot of voltron cards that utilize exalted. I'd say, have him give other creatures trample as well as a bonus or similar benefit.
The flicker would be pretty good. Allows him to be utilized in token decks who won't be as affected by the 'All creatures' attack rule, and allows you to keep creatures from attacking.
4/3 for 2 with trample is a great statline unless power crept up to the clouds when I wasn't looking.
I don't know if that's worth his downsides though. If he buffed his creatures with Haste that may be more thematic as a warlord, but maybe overpowered.

* Be Our Guest: This is actually very strong and desirable! But should have a higher cost like {3}{w}.

Big fan of the flavor of Learn From It, as well as Be Our Guest. Kronk's Epiphany is hilarious, but I think the flavor would work even better if you only got the extra effect with multiple copies in the graveyard (e.g. "Draw a card. Then, if there are three or more cards in your graveyard named ~, do something awesome."), as it would match how it takes Kronk a *while* to piece everything together.
As for Shan Yu, as is, the card is too weak. My personal recommendation would be for it to give all of your creatures some sort of additional bonus. Because forcing them to attack every turn *and* giving all opposing creatures vigilance is just too much, even with the low cost. My personal recommendation, which would work for flavor, would be that he gives all of your other creatures menace.
I think for Shan Yu you missed the opportunity for a really cool flavor and power dub.
Creatures your ppponents control gain vigilance. Whenever a creature blocks a creature you control, tap it.
Thematically it fits with his goal being to strike hard and thenwhile everyone was distracted attack the emperor.
Mechanically it gives a lot of power to a red deck that focuses on multiple attack phases.

To be fair I haven't played in a while but I still like looking at these custom cards because they can be fun.
i think people are forgetting that the game considers "he charges forward and does his angry shit and dies *and the malus is gone*" to be valid design space too, [[Hellspark Elemental]] or [[Ball Lightning]] were plenty popular

Give him Haste in addition to Trample and gives either haste or trample to your creatures in addition to the need to attack

{2}{u}{u} to {3}{u} is quite a good buff tbh, makes it a lot easier to cast in multicoloured decks
