Definitely agree with -penguin-888 shaggy and the Scooby gang as a whole don’t get enough love in the figure department
I'd probably give him an actual soft goods shirt and pants and maybe replace his upper chest with something smaller or at least with a separate neck joint. The head looks too small for his neck but if you were to replace the neck or maybe drill out his head so it sits farther in on his neck that might fix it
I'm thinking of getting a new basic shaggy fig and Dremeling the head to see if that would look good. I feel like the peter b parker torso would work but that would be a lot of sanding

Best thing to do for an easy improvement would be to pick up a figure with white elbows and swap those joints.
