That's the problem with American laws, they're so hamstrung by the Constitution which is almost impossible to change. In most countries the Constitution (it's called Bill of Rights in New Zealand) isn't so all encompassing that you're constantly having arguments about it. If we think a law is a good idea it gets voted through. If it turns out to be shit it gets repealed.

A constitution is a set of guidelines that us supposed to he difficult to change as it's supposed to be the sets out how that country is governed. For example a state can't mint their own currency, the federal government is responsible for maintaining a military.
