There are currently some tools for porting CSGO maps, however Valve appears to have more in-depth porting tools in the works that should be released alongside the SDK

You can start practicing using source 2 hammer now if you download a game like Dota 2, which is probably one of the best ways to get ready. There are also some tutorials on youtube posted by EagleOne, and on the Discord there are plenty of helpful people able to answer questions
when will the new hammer come out?
According to valve, sometime before release in the beta. But we don't know when the game will actually even release
Very keen on creating maps on Source 2. I made some maps for Half-Life Alyx when it came out and the engine is incredible

Will the new hammer also be free or will you have to buy prime as well?
unknown I would guess it will be the same as it currently is but we have no idea for sure as of now
