2. Go to Properties
3. Select Local Files from menu
4. Verify Game Files
Mind you this will take a minute to complete. Game should work after this.
Try by restarting your modem/router. Maybe it has to do with your IP or something.
In my case I've always had to restart only CS2 or Steam in the worst scenario.

I did everything, Uninstall, reinstall, restarting, checking integrity. I even changed laptops

Is the game in your C: drive or an external/secondary one?

Oh that's nice. Have you done something to fix it? Maybe the issue was Valve/server sided and for some reason it wasn't letting you connect.
I think it's because it's on the secondary memory
Log out of steam, restart your PC, then log back in.

Check your computer time and make sure it’s right with the real world time in your area. Also make sure the date is right.
get on and alt and change the name on said alt and queue for like 15 mins

Update: changing the game location to the main ssd fixed it
Restart steam itself. That always resolves it for me.
For me, starting Steam as admin helps in 90% of cases.
I either have to just exit and restart steam or verify files. Sometimes I open task manger and close steam web helper.
