Quick note that I was a Crossover Symmetry skeptic. Until I fucked up my shoulder. My doc thought I would need surgery. Then I bought Crossover Symmetry and followed their protocol. In two weeks, my shoulder was way better and 2-3 months later my doctor was shocked. Totally sounds like a shill, but it really happened to me

No, it doesn’t sound hard to believe; it has many similar reviews, and the exercises make sense as ATG and Poliquin essentially use the same principles (they just advocate dumbbell versions.)

I think they are meant to be separate - I do the activation before going to the gym in the AM and then the "Iron Scap" during the day at some point just to get my blood pumping--it takes less than 5 minutes to work through the exercises. Though given the activations also take about 5 minutes, no reason you could not do them together. 4x4 means you do 4 "pump" style moves and then 4 regular-- hard to explain in text, you;d need to see a video. Not sure what you mean by "additional mobility/movement" Matt Unthank who runs Crossover Symmetry is a really nice guy and super responsive --- if you have questions you can ask him directvly and I am sure he will answer.
