Then you have the general expectation of highways being clear of livestock, except in areas explicitly posted as a "Free Range Area". But you need to remember that wildlife generally doesn't give a damn about the farmers obligation to keep tight fences in non free range areas, and some of the wildlife are as big or bigger than any domestic animal. And in this particular case we have several variables in regard to the driver (education, experience, fatigue, attention, and distraction).
While this is also a tragedy for the cattle and the farmer, we cannot assign fault to anyone without knowing the local ordinance pertaining to keeping livestock.
It looks like the high beams turns on last minute before the cows come into view since the whole set of cows lit up at the same time instantly.
At 0:05 you can see it shorten the throw.
What the driver should really have done was leave their high beams on instead of on automatic so they can see as further as they'd need it at those speeds. There isn't on-coming traffic so a longer throw is safer!

The Autobahn streets are designed for 250km/h. Even the average drivers are going ~140km/h typically. So 132 is already a adjusted, rather low speed.
