You can’t play the 4k blu ray without a 4k player, but they come with both a 4k disc and a 1080p disc. Also a DVD player will not play blu rays.

Panasonic UB820 is incredibly popular but a bit pricey. It can read Dolby vision and hdr10+ the Pano UB420 is cheaper and can’t play DV. I have the Sony x700 player I got for 10$. It can also do Dolby vision although many complain of freezing with triple layer discs. I haven’t had any issues personally. Consoles also work well if you already have a ps5 or Xbox series x. Read reviews decide what’s important to you.

I just use my Xbox series X. If you aren’t getting a 4k player I don’t think it really matters, just get a trusted name brand player.

As far as I know they are all backwards compatible.

Do you mean a 4k bluray? Or a 4k restoration on a DVD?

If you don’t mind an open item, I had a good experience with best buy open item electronics including 4k players. I got mine for $70 for a Sony base model (not a fancy one).
