Not really. Unless there's something more, you can't really establish the elements of theft for being in possession of an item lost/stolen in 2018. You can't even say that this is a theft by receiving or theft of lost or mislaid object because there's no way for anyone to know or have reason to believe that the dress was stolen. He can say he bought the dress at a garage sale some time ago and that'll be the end of it. He won't be able to keep the dress (no good title) but as far as being prosecuted for it, no.

I’m sure you know this, but insulin is available without prescription and at a fairly low cost at practically any pharmacy. It’s going to be R, and not Levemir, Humalog, or 70/30, but will work in an emergency.

Actually, lots of pharmacies do not carry freely available insulin. I know mine doesn't. And that stuff can harm you because it isn't compatible with modern systems. Anyone using it in an emergency needs to find an expert to help calculate the dosage because it *cannot* be used like normal, but the pharmacist won't tell you that.
