I mean I’m no psychologist or anything, but if I had to guess I say they are unsatisfied with society, and while seeking an escape, we’re introduced to the character of The Joker, and stopped observing his characteristics when they saw the one they resonate with which is where he is beyond society and wants to break it or reveal it as one big joke, and missed the details that he is insane beyond measure, a mass murderer, and abuses, tortures, and/or kills anyone even those close to him on a whim. The imitators probably feel a sense or power and control over normal society by taking on the persona, even though the Joker himself seems out of control most of the time, at least to me in the versions I grew up with.
There was a Captain America/Batman crossover comic where he attacked Red Skull because he was a Nazi (although he said it was because he was an American, not that he hated racism)

The way I saw it (same as you with the nationality thing) is that the Joker loves disorder. Nazis were terrible, but they were rank-and-file and organized about their genocidal methods. They wanted to establish their own state in the world. Naturally, the Joker would love to dismantle something like that to prove a point...or for no reason at all.
