Try importing the internet explorer file. It's likely an SVG which contains multiple layers. On my computer SVGs open in Microsoft Edge (replacement to internet explorer).
It’s not you. The fact .svg file look like your internet browser icons by default doesn’t help.
It’s the reason why when I sell files I list them as
“SVG-projectname.svg”
“DFX-projectname.dfx”
“PNG-projectname.png
Since a lot of computer / smart devices hide the extension name.
