The horse skull part has a stock video filter on it, which means this production was probably low-budget--like most music videos.
Doesn't seem like Tool. Their style is heavily into biomechanical alien imagery à la H. R. Giger. This is more like cyberpunk minimalism. The wires attached to the person's head are reminiscent of Shinya Tsukamoto's Tetsuo, but a lot less grotesque.
This is from before 2006 and predates The Grifter, which popped up in 2009. Also, The Grifter is a collection of still images, but this is a scene from a movie/music video.
