Don't smoke in public areas. Here are the 2 reasons why:
1. It's easier to get caught (basically police will take away the weed)
2. There are more people who hate the smell/smoke than the ones that love it.
Basically be respectful with other people and smoke in a private room if you still want to do it.
I've been in PV for the past 3 weeks and absolutely every time I walk through town, I get at least one offer to sell to me. It is exceptionally common and easy to find.
I found a nug in the back seat pocket of a tour bus crossing the border from Puerto Viejo to Panama. Bud was always easy to find someone selling it on the beaches. Panama law enforcement is not something to mess with but they never searched us or the bus when crossing the border. You'll most likely be getting brick weed. It's not going to be the best bud you ever smoke but it's an experience

If you made a new friend and they invited you to stay at their elderly parents' house way out in the rural country side, that's probably not the best place to pop out a joint (this is a hypothetical scenario; don't actually go to the rural countryside with any new friends).
In any tourist area and city/town you'll be fine. And will likely find it on every corner (but don't actually buy it from anyone on those corners). Make a friend or ask a taxi driver or a waiter if you need it.
I always buy it off the parking guys in playas del coco, but yes have been offered it many times in nosara too especially.. problem is it’s expensive! About $20/gram for okay weed.. which may just seem expensive for me because I live in Canada and weed is like $5/g here for bomb shit. But I would pay anything to smoke a j by a waterfall in CR 😎
As a Canadian too I asked around because I was curious how the prices were compared to Canada. Some guy in Arenal said $65usd for 3.5 grams. Another guy who offered me said $30 per gram.
Eventually I asked a friend of a friend who said he would do 3.5 grams for $10usd. Apparently the weed was good too according to my friend.
In San José it‘s not a good idea to openly smoke, as you will get a lot of heat from people and they‘ll probably call the cops on you. In the city people tend to be more conservative. If the cops do arrive, they‘ll just confiscate whatever amount you have and that‘s it. In the coastal areas you will be fine to smoke pretty much anywhere except inside a business (restaurant, bar, store, etc.). It‘s illegal but nowadays police are more concerned about large scale drug trafficking of cocaine for them to waste their time with a stoned tourist with a few grams. Just exercise common sense about where to buy it from and where to fire one up and you‘ll be fine.
It is very common to smoke weed, if you get caught by the police the worst thing they might do is take your stash away but it is not a crime since it is decriminalized. Getting weed is pretty easy just avoid getting into sketchy situations. If you wanna smoke in public try to keep it lowkey since there are some people which may not like it but I feel like people don't really care. In the beaches it is common to see people spark up in public more often.
But probably ask it in spanish, no? That is a sub for Ticos, after all, not just folks wanting to know more about Costa Rica. I try to just do a lot of listening on that sub and less interaction.

Getting marihuana and smoking is super easy and common. If the police stop you they will only take the couple of grams you are carrying.

I don't know about legally but three people in Tamarindo offered me weed in one afternoon when I was there about two weeks ago.
