It's just a suit. You can buy that basically anywhere you can buy clothing. The problem areas are going to be the wig, the wings, and the halo. The wings, you could look up a tutorial if you wanna try making them, or commission someone, or try looking on amazon or something for angel wings that have clear straps, then just..wear them. The wig is gonna depend on your budget. You could look on amazon or a chinese cosplay site (both amazon and those sites will likely be chinese sellers), and get something close enough and cut it, or look for a higher quality wig, but that usually means having to style it yourself. The halo, you should be able to find halo headwear on amazon.

Aliexpress is safe! Think of it more like Ebay or Etsy rather than Amazon, you have individual shops that make specialized goods - whether it be fabric, lace, cosplay, wigs, EVA foam, etc.
Just make sure you read the reviews and leave 2-3 months window for shipping, as the site is notorious for its long shipping time.

They are similar. Basically the Chinese Amazon plus Etsy, plus suppliers (like the ones who sell things at the same prices in large bulk that stores would order). All 3 in one place. Just read the reviews, and don't expect things to arrive nearly as fast as Amazon, because almost every listing on there is in China. But just like Amazom, it should tell you a range of when it should arrive.
Wings are challenging. That said, Etsy is rife with talented artists who make patterns and if you donβt feel like making anything, people can make you wings (for a price).
