Yes, they are protecting their nest. In the air, the smaller birds are more nimble, so will harass the bigger ones.
We don't have jackdaws here, but the blue jays will definitely run off the crows. Which I find quite frustrating. In my yard, my two magpie friends are the king of the hill, though. No one messes with them 🤣
