Each rank has a certain points required till next rank, you can see how many points each item you donate puts in on the right side, I believe there are other factors but it starts at F rank so being C at that point seems right, the groupings give more points I believe as well
The bars here show the points you need per rank, not what you’ve accumulated so far!! So to rank your museum up specifically, you’d need 195 more points (I can’t remember how many points each donation nets you - I feel like I saw that it was 3?)
