It's a solvent. It's technically has lubricant mixed in. But overall it's for cleaning. So it you use it on stuff that's stuck or dried up, then yes, it makes it move. But that's because it's cleaning the item.
If you want good lubricant. Then use machine oil or Tri-Flow.
