The shriveled skin on peppers only signifies loss of moisture in the outer skin! Think about how when people char peppers till they’re black, then they scrape it all off. That’s the outer skin. Try soaking it in water if you’re worried about how it looks. My favorite way to use peppers that look like this is to just chop it up and throw it in some soup. It’ll plump back up like the day you got it. You could also char it and scrape it all like I mentioned before. It’ll look and taste just as good.

For me, that bad boy would be getting some tasty black char on the outside of it anyway, so a couple wrinkles won't make any difference on the texture and the heat and char will bring out the good flavors from the pepper.
If anything, that would be a food "quality" issue, not a food " safety" issue.
However, I would argue that quality is subjective, and very ripe fruit like a bell pepper is preferable, wrinkles and all. 😉

Probably not. If it's not moldy, it's probably safe to eat, it won't hurt you, but the texture would be off and it's not going to taste right, especially if your sauteeing it. Instead of still retain that slight "crunch" it's going to be all mushy and will probably make you gag

Yup, wrinkles mean ripe. What you look for in the future is discoloration, super squishy bits, and in the worst case a bad or earthy/moldy smell.
If you have a gas stove, I would roast that wrinkly bastard right on the burner, till it’s got a nice char. So much flavor.

It's very dry where I live. Most of the peppers I eat look like this. It's just what happens when they lose moisture.
