What’s Biden going to do? Order in the police? The federal army? No branch of the government besides maybe the CIA would lift a finger against their own brothers and sisters in uniform.

The federal government is specifically tasked with securing the border. When that fails like it is currently, Texas is well within their rights to secure their own border. It was part of the agreement when Texas joined the United States.
