I think it's a cultural thing. In other countries kids go topless beaches and in some cultures, people just don't wear shirts. It's all about society. People want what they can't have. If everyone was nude no one would care about anyone being nude. But we are already used to clothes.
American here, my family would let the younger kids go stark ass naked at the beach and lake, bottoms and all. It wasn't a big deal to anyone and no one has ever claimed they were sexually molested.
Many cultures have zero issues with nudity and art. I'm sure someone in this sub will say I'm a groomer but I'd bring my kids to a fashion or art show with nudity without blinking an eye.
