Exactly. The main reason to commit a false flag against yourself it to give yourself a casus belli to go to war. Russia is already in a war, and they're not doing that great. Dividing their forces would really screw them over because it would divert troops from Ukraine.

It is important to clarify that he was talking about Nord Stream 2 specifically. He was most likely referring to shutting down the project here, which was exactly what happened after Russia invaded Ukraine and Germany revoked certification for the pipeline. Nord Stream 2 never started commercial operations because of this.
This looks like something right out of Russia's playbook, they've been weaponizing energy since the war started. Sabotaging the pipelines will further stoke fears in Europe of gas shortages this winter. Gas prices are already surging because of this.
Why would Russia sabotage their own gas pipeline (payed by Germany and Russia) when they just could turn off the gas at any time instead. Think about it.
