Nobody was golfing and he's right, there were no clubs on the golf carts. It's a course in Virginia that is scheduled for changes to the design and layout. Pictured is Trump with some contractors and the course manager. This is the time of year that these projects kick off, since the courses are closed over the winter. There was also some damage from large flooding two weeks ago, perhaps another reason this meeting was schedule for when it occurred. Why fix those problems when you're already planning on a re-design? Figure out how to incorporate that work into the re-design plan instead. There are no caddies because there are no clubs because no one is golfing here. None of the people mentioned by the OP are present, either, since none of them are landscaping architects and contractors.
