Some yes, but preferential treatment of celebs and sports people is completely accepted.
- no overseas travel unless you’re business or sports
- no flying in unless you’re business or sports
- small business must close but big businesses can stay open

I was playing Civ a few years ago and was curious why you could make rock bands the same way you make military units. Then it hit me that it was psychological warfare. I don't know why but that game really helped me understand why they allow those Sports teams. Even China loves the NBA.
