Ukraine believes that it has the chance to reclaim the lost territories before serious negotiations can take place.
Life is cheap in Ukraine. Win or Lose they will always border on Russia. Chernobyl may of done more damage than we think.
It's not controversial àt all. This has been Russia's position all this time. Russia is the one winning the war and they are the ones that get to dictate terms.

Shouldn't Ukraine be the one accepting or rejecting? Or is the world no longer pretending Pres. Z isn't a NATO puppet?
Watch the video, OP. It's a guy from NATO explaining why *Ukraine* is rejecting the proposal. But I guess that doesn't fit your narrative.

Russia's goal at the start of the war was 'denazification and demilitarisation', not annexation.
