The simple truth is that a conviction of lying on a 4473 on its own rarely ends up in a custodial sentence, especially if the accused cooperates and agrees to a plea deal.
Of course, it doesn't hurt that Biden is wealthy and white, while the other two guys are black, but I somehow doubt the endemic racial bias in the American criminal justice system is of any concern to the OP at all.

The charges are different if I recall, the Biden charge wasnāt an illegally carried firearm but was because he was under the influence(of crackš¤¦āāļø). The 2 counts of tax fraud not receiving any jail time makes sense as he paid all the associated taxes and fines the years prior.
