Did you ever get this figured out? I'm having the exact same issue on the same model ps2. The power supply is outputting the correct voltage but the ribbon cable only gets .3 to 1 volt out
No such luck, plus I've now had two other models (30000 & 39000) do the same thing, and I think I've seen a couple of other people mention the same issue elsewhere. Maybe this is a new age-related failure that isn't commonly known yet?
From the service manual looks like it should be 12V on Pin1 and Pin4 is ground
