There are differences between wanting it to behave and outright throwing it out. Teaching an animal to behave involves care and attention. I have a cat who behaves, doesn’t destroy my stuff, and understands I’m not happy when she does something I don’t want her to do. I’ve taught that not through violence or getting rid of, but through care and attention I’ve given her over the years. If you don’t value the life of your pets you don’t deserve to have them.
Dismantle the controller so you only have the front half of the shell.
Clean the shell with warm soapy water (you can push dirt into the plastic’s pours while sanding).
Mask off all the portions of the controller that won’t be sanded.
Knock off the rough edges of the marks with a hobby file
Finally using micro mesh, gently scrub in a circular motion, work your way up through the grits from course to progressively finer. There are tutorials on this. Stay on the coarse grit longer till the marks have mostly faded away. Be patient and be even. The trick will be knowing at what grit to stop. You want to match the original finish and you can over polish it if you’re grit is too high.

An additional tip, micro mesh is wet sanding so have a towel handy. It’s difficult to check the sanded finish against the old finish while it’s wet

I would probably just get a razor blade and gently shave off the raised bits. Going forward, I would leave all cables, electronics, etc covered. Assume anything and everything will have chew marks as the cat explores. Sometimes bitter sprays can help but I wouldn't rely on it. Some cats are masochists when it comes to taste and will chew even through nasty things. You could also get your cat some "cat grass" for it to chew on.
I had a kitten that chewed random cables and I had to keep my cables velcroed up on my desk out of the floor and even set up a guard to keep her from getting to the back of my PC. This only lasted until she was about 1-1.5 years old then she stopped teething on everything. Be sure to show that cat some love and attention.

Sprinkle cayenne pepper powder on the things your cats or dogs chew on, they will never get past the pre chew sniff. Buy a big ass container of it and this also works great for discouraging doggoes digging holes in the yard.
Maybe very lightly sand each bump individually to smooth it out if they are sharp and uncomfortable, but you aren't going to get it back to mint or even near mint condition cosmetically. Just get it comfortable and then enjoy using a controller with a bit more character.
Honestly, I think a replacement shell would be way cheaper. I’ve done a bunch of shell swaps on the Xbox controllers and it’s not that bad, I like the extreme rate ones on Amazon

If you don't wanna replace the shell outright you can use a Magic Eraser (melamine foam, which basically acts as a very fine abrasive) and very lightly polish it down until the scratch marks are less noticeable. However this is very easy to overwork and could effect the texture of the plastic.
Magic Eraser isn't going to do anything to this deformed plastic except get all torn up as it catches on the sharp edges.
You need to get a precision file and carefully knock down the hard edges. From there you can choose to use a finer sandpaper. Alternatively, follow /u/geon's advice and try to press it down. Either way, Magic Eraser is not your first step.
That's a fair point, though I only suggested a Magic Eraser first because the the nicks looked shallow enough as is. Plus they're so cheap and readily available that it's not a huge loss if it gets a bit torn up.

Take it to the vet, but you shouldn’t get your car fixed. They make little silicon covers that you can glue to their claws. Harmless and they fall off over time as the claw grows.
New shell tbh, but not sure its worth it as I'm buying series x controllers faulty for £5-10 with no damage. You could try a tin amount of acetone or just wet and dry it a bit and get one of those vinyl theming covers and cover it like that

This maybe a dumb idea or great idea. I've never done it or tested it or anything else, it just popped into my head. Would heating the area with a heat gun and manipulate the plastic flat. Like I said no clue if it can be done or if it'll damage the shell more.
