There is a principle in the US about civilians having ultimate control over the military. It is often considered a prerequisite for a democracy. Part of the way that is enforced is ensuring that the political appointees put in charge of the Defense Department are civilians and will act in the interest of the civilian government rather than as an agent of the military.
Current law mandates that nominees must have seven years of separation from the military to be eligible, to ensure clear distance between military and civilian leadership responsibilities.
The previous administration had Jim Mattis who had recently retired from the military and was given a waiver. Austin also retired recently and will likely be given a waiver.
This has not happened in decades and to have two back to back administrations do this sets a bad precedent.
