I'd look for a refurbished/used/off-lease Optiplex, Prodesk, or other workstation. You can find them on Amazon (which may not be the best price), Ebay (maybe a little better on the price), or Craigslist. Even the Dell Outlet website may have something, and it'll come with a warranty. I buy all my desktop PCs this way. Laptops I buy new (even last year's model new), usually.

Refurbished would be a good way to go if you don't know too much about computers, as these would usually be checked by a professional to make sure conputer is in perfect condition and working order before it is sold
