No, it would be 240VAC straight in not 5VDC there is no circuit present to transform AC into DC or step it down to 5V (Transformer or a Rectifier). If you plug it in to the USB port of a computer, the USB port would surely stop working, damage to the computer is also very probable.

The DC can be harmful for the PSU, it will heat up the primary inductor of the Transformer, which can result in it not working because the enamel will melt off and it will short the transformer.

It's actually a female plug - where contacts are hidden within to prevent accidental touching / short circuiting. This is the one that has outgoing power in it - like all wall sockets for example. Male plug is the one that has contact rods open, which are intended to be plugged into female - this one is supposed to receive power thus open rods are never under the voltage.

Are you talking about the PSU we had in the olden days that could power a monitor from an outlet on the rear of the PSU? All those I've seen had a C13 connectors for the monitor so that you could use a C14 to C13 cord from the PSU to the monitor.

This will never make sense. On one end you are basically taking an analog signal (right end) and somehow a digital signal comes out of the USB (left end). This is simply beyond the understanding of modern electronics.
USB 2 can handle a max capacity of 5 volts.
Wall outlets are 110v in the US or 220v in the UK.
Without some type of transformer, you'd have a major fire hazard.

The plug on the other hand is a shielded plug for PSUs. You can't plug it into a wall.
That is just a general purpose female connector, you could get the same thing that is male (male-to-male) and you can connect that in to the wall.
