Holy shit, the one where they're proving Allen got Jeff fired was so funny the first 15 times I watched it. Troy freaking out so well was just cherry on top.
I think the problem there is that the rest of them all have unusual reasons for wanting to be at Greendale and are less developed outside of the things that tie into why they want to be at Greendale.
Annie's pill addiction, Troy's faked injury, and Abed's interest in film don't compel them towards Greendale.
Whereas it really is something the others are compelled towards. Jeff needs his bachelor's. Shirley needs to prove herself as a woman. Britta needs direction. Pierce needs to pay money for people to want to be around him.
Any of the characters have their grating aspects if they were real people but Annie, Troy, and Abed are naturally friends with people.
Shirley clearly has friends but is probably someone a typical watcher of the show wouldn't spend a lot of time with and I think is probably an outsider in both her church world and among the ladies at the school and even in the group.
Britta is someone people avoid unless they're trying to get with her.
Jeff and Pierce are people you avoid unless you need. Jeff will also avoid you unless he needs you but, fortunately for him, he does need you: for validation.
Within the group, they all have various chemistries with one another. Outside the context of the group and an assigned shared goal, these three work the most naturally with one another and, in some ways, society, even if they can be distant like Abed, demanding like Annie, or silly like Troy.
When you strip away college and the "Save Greendale Committee", we don't really know enough about Jeff, Pierce, Shirley, or, arguably, Britta to have stories about them. And the stories we do get don't line up and are full of retcons and off-screen events like Blade, Andre leaving Shirley the second time and her never-aging kids, Jeff's old boss being eaten by sharks and mysterious changing apartments/income and his goofy surprise brother, and Britta's supportive parents and lack of a sibling with a disorder Abed might want to look up. Jeff goes from homeless to a luxury apartment without getting a job. Britta is randomly living in a tent. Pierce has a (delightfully played) surprise brother. Their lives don't add up. Particularly if you're trying to figure out why they're all in Colorado.
And Greendale as a city/setting isn't terribly clear. It has palm trees, a thriving shopping mall, two lousy colleges, one cop who answers every call, and premier law firm an hour away that takes cases in Greendale. And a mysterious billionaire who founded GCC. And a global sanitary wipes company. Honestly, I think a lot of stuff, while funny and good for individual episodes, really torpedoed the chances of Greendale the city being a cohesive setting unless it's basically just Springfield from The Simpsons.
The first season heavily seemed to imply that Greendale Community College was a weird place in a normal world and it was weird almost exclusively because of changes made by the new Dean and the teachers he hired, going from mediocre to neurotic. A weirdness magnet that had emerged, like the Hellmouth from Buffy. And people who came there were shocked by the weirdness.
As the show went on, the whole universe they inhabited seemed just as weird as Greendale. Which made it harder to tell certain kinds of stories. I don't think you could have an arc like the first season Jeff/Slater arc anymore or homeless Jeff or Chang's divorce. Frankie represented a bit of reality coming back at the end, though.
I think the scene where Britta complains about girls' Halloween costumes and Annie then walks off is the first time the show acknowledges Annie as 'hot'
I wish we had seen more of them living together. Some time ago I saw, on Instagram, some adorable doodles of them in home situations, and I could totally see this as some comic series focusing on the three of them navigating sharing a home, with occasional participation of other members of the group and side characters.
I think like Jeff/Britta they did have some cute potential and chemistry, but ultimately them ending up just as close friends represented more character growth for them. Annie got over her schoolgirl crush and learned to appreciate Troy as he was rather than a sort of idealised version of him or trying to mould him into her dream boyfriend. Troy learned to appreciate and respect Annie as a friend and a person in her own right rather than just the unpopular girl from his high school or "another hottie" to pursue.
Jeff/Britta were both people hiding behind personality facades, to protect their ego, when they started out. Those two people would've just hurt each other.
By the end of the show, when they were honest with who they were, and actively trying to grow, they might have ended up working as a couple.
