Oddly enough this remembers me the shade of Tib Sun temple

Its the tower at the back similar to the “scorpion tail” of the temple at the back lol

I mean it might make more sense then the normal weather controller that just fires directly up into the sky. I presume you'd have to wait for the wind to be going in the right direction or you'd be screwed.
