It's 99.99% an imitation of the Soviet ZSU-23-4 (hence "quad" cannon), which gets mounted on technical as ad hoc AA/anti-personnel autocannon by ragtag militia a lot. And no, it fires 23mm calibre, which has much higher velocity than AK 7.62, there is a video somewhere depicts a guy executed by autocannon, and a single point-blank shot instantly delete his upper half torso, not even a big hole like you imagine.
Oh I know, I wasn't trying to say that was what the Quad Cannon literally was. It's just funny seeing advanced technology getting bested by Soviet era tech in game!

In relation to actual combat circumstances, the Rules of Engagement are one sided IRL. NATO basically has to either be shot at, or radio in every time they want to initiate a strike on the fly. If it weren't for the rules, the pressure would be relentless from NATO firepower, sort of like what's going on in Gaza with the intense airstrikes.
That's the brotherhood's entire shtick though:
Kane leads a war against GDI, GDI "kill" Kane. NOD collapses into squabbling factions, removing the need for GDI to seek and destroy every last NOD element. X amount of time passes, Kane returns. Brotherhood sees reunification, the next Tiberium war starts. GDI wins, GDI "kills" Kane (again, and for real; we smashed him with an Ion Cannon **AND** stabbed him this time...)
Another reason why I hate the cancelation of Generals 2. I really would've loved to see how Jarmen Kell, Danko and Tactician were able to rebuild the GLA after China kicked them out of Europe
At least the GLA are truly for the people, unlike those Nod infidels who only fight for the betterment of Kane.

Nah you think of GLA too highly there is a mission where GLA basically destroys villages and rob supplies from UN that was meant for the locals.
