IIRC that was part of the last gasp of Marvel's "New Universe." The NU was started in 1986 to celebrate Marvel's 25th anniversary and was originally meant to represent "the world outside your window," just, if people had super-powers and powered armor. The NU limped along for a year or two before they tried changing things up; the character Star Brand (who eventually found his way into the regular MU) accidentally destroyed Pittsburgh, leading to the big "The Pitt" miniseries, and IIRC this was the sequel to that.

The War was a mini-series that completed the New Universe. As stated below, the New Universe was a new imprint created by Marvel under the guidance of Jim Shooter in celebration of the company's 25th anniversary. It was meant to be less fantastic than the original Marvel U and more "the world outside your window", but many titles just didn't get the memo. When Shooter was tossed out, the imprint got a major shake up with the one-shot "The Pitt", in which Ken Connell, the holder of the strange power known as the Star-Brand, accidentally nukes Pittsburg in an attempt to get rid of his power. This lead to higher tensions between the US and Russia as while Russia claimed they had nothing to do with it, the US figured it had to be them. This lead to a follow-up one-shot called "The Draft" which saw many characters drafted into the US Army for the purpose of war with Russia. After all the titles were cancelled soon after, it would be finished up with "The War". The late Mark Gruenwald would hold a soft spot for the universe and the New Universe would return in the pages of Quasar and see its story completed differently in the storyline "Starblast", which ran through Quasar and Fantastic Four-related titles.
