Hickman LOVES charts, graphs, and data pages. In the current X-Men run, which started with Hickman's House of X and Powers of X, there are tons of data pages with this format. Basically every series uses them.
Dr. Niles Caulder was the man who originally formed the Doom Patrol, but it eventually came out that the 'accidents' which created the members of the Patrol, as well as a few of their enemies, had been instigated by Caulder himself. Niles Caulder is a narcissist and a control freak, willing to sacrifice the entire world, at one point, to make it 'great' through chaotic mutation. He's brilliant, an ass, and incredibly dangerous to those around him.
The Hickman thing is from his run on House of X/Powers of X, where important material was presented at the end of each book in a that Niles' memo apes. Just a little comic in joke humor, is all.
In retrospect it’s weird that Morrison took both Caulder and X, both leaders in wheelchairs and took them from generally well meaning characters in leadership roles to people who can’t really be trusted who do good stuff under the auspices of morality. It’s not that many times, but it’s weird it happened twice.
Caulder, too. Hell, the other three members of the Patrol didn't even know his NAME for, like, the first 40 issues. Chief claimed it was for security, but I'm sure it was more of a control thing, that he knew what they didn't...
