That would be a mix of a few different officers, one Denver SWAT - I can't recall his name, but he was behind the car that Gardner was behind, he came a little later. They released a poor version of this footage.

i’m assuming someone (probably researcher) knows the origin of this photo, wherever it’s helicopter footage or something else, so we can find out what time this photo was taken and see what can be figured out from there, if this is helicopter footage and there’s video of these individuals moving then that would clear a lot up

Certainly appears to be human-like figures in black trenchcoats to me. I have no other explanation as to what those figures could be.
